Well, I wouldn't say hold it right open... but certainly, you are crazy if you close the throttle, that will generally make things worse.
The Buell had a nasty reputation for tank splappers, but I never found it a problem. I don't recall a single one. I noted that most people that complained were using Dumblop D207 or D208 tyres that were past half life... they tend to scallop out uneven as they wear.
My personal belief is tank slappers are usually caused by poor chassis design, poor suspension set-up, poor maintenance, poor tyres and/or poor road surface. I tend to think it's a symptom of another problem, not a problem in itself. If your bike does it all the time, then there is a real problem that needs sorting... usually tyre wear, pressure, steering head bearings, etc.
Between the NSR, R6, FZ1, XB12 and motard, I reckon I could count the real tank slappers I've had on my left hand. The two I can remember having on the R6 were before I tweaked the rear suspension... after that, it happened no more.
